Adds Magga to the Pull Requests section.
Magga is a GitHub Action that checks each pull request by running it, not by scoring how plausible it looks. Its core check: a newly added test must fail on the base revision and pass on the head, so a hollow test that passes either way is caught. It comments a verdict with a label (verified / needs-info / likely-slop) and the evidence behind it, and can run untrusted outside pull requests in a no-network Docker sandbox.
