Expose the six punctuation signs needed by the synthetic SignWriting pipeline as deterministic constructors and generated examples.
Format English numeric variants explicitly so ASL primitives import on minimal Linux environments.

Adds deterministic ASL SignWriting primitives for comma, period, semicolon, colon, and opening/closing parentheses, as requested during review of sign/synthetic-sw-mt-gen#1.
Also removes the process-global
en_USlocale requirement from number/date primitives. The published package failed to import those modules on clean Linux runners; explicit English numeric formatting is portable and preserves the generated forms.Tests: 164 passed; focused Pylint 10.00/10.
