What does this PR do?

Closes #2083. Adds a no_delta option to the [deno] section of the config. When it is true, Topgrade runs deno upgrade --no-delta, so Deno downloads the full binary instead of a delta patch (the delta download can run out of memory on small machines, as described in the issue). It defaults to false, so nothing changes unless it is set, and it combines with the existing version option. The option is documented in config.example.toml.

Tested with a stand-in deno binary in ~/.deno/bin: with no_delta = true the step runs deno upgrade --no-delta; with version = "2.8.2" as well it runs deno upgrade 2.8.2 --no-delta; without the option the command is unchanged. cargo fmt, cargo clippy and cargo test pass.
