Use existing transitive dependency `ajv` to make it easier to run validation locally, and add instructions of how to do this in the README.
Previously, the service worker used hardcoded revision: '1' values for precached JSON data files (hotlines.json and metadata.json). This prevented browsers from detecting when these files changed between deployments, causing users to see stale data. The service worker now properly detects file changes via content-based hashing, ensuring users receive updated hotline data immediately after deployment.
