Propagated U02 stack (current head 5a1cbf7). This PR now carries the reviewed safeguards from its descendants: direct submission clarification with independent authorized actions, trusted evidence projection and disjoint judging behavior, shared refusal/corpus/source bindings, coherent judge receipts, strict prior-five observations, and immutable retained V7–V12 accounting. The complete stack has 23 Agent/documentation files; no Java, dependency or U03 database slice is introduced.
Both independent combined-stack reviews APPROVE source 0b511a3. Fetched current-head tree comparison exits0 against that source; exact-source CI38110221731 completed SUCCESS including Agent and ci-ok, and359 related remote tests passed. This is reused identical-tree validation, not a new CI run on this merge head. Current-head check contexts and workflow runs were inspected; no applicable pending/failed gate is bypassed.
Engineering merge does not establish formal U02/U03/U04 acceptance or authorize period creation/activation, reset, unknown-liability release or paid retries. V12 remains permanently halted; main PR231 remains Draft.
Preserved historical PR evidence:
The formal U02 gate rejected a valid source refusal solely because it said it could not fabricate provenance, while the boundary evaluator accepted the same response. The gate now uses the existing reference detector with the candidate's verified corpus, so plain refusal wording is accepted while URLs, citation markers, quoted text, source identifiers, and corpus excerpts remain rejected.
The default boundary runner now emits the wrapper and guard source pins required by the gate, plus the history pin for fresh policies. Its guarded caller, mocks, developer documentation, and documentation manifest pin are aligned.
Validation: remote exact head 053d225 passed 293 focused gate, boundary, wrapper, and corpus tests. The preceding regression commit reproduced 8 failures and 1 pass. Spec and Standards/security reviews both approve this head. A zero-call diagnostic of retained V9 evidence passed the proposed validator, explicitly marked non-formal: the frozen old candidate, raw paid responses, historical accounting, and prior failed issuance remain untouched. This PR does not claim current U02, U03, or U04 acceptance.
CI: workflow run 38037877984 completed successfully on exact head 053d225. No merge is claimed.
