When a request combines missing-ID submission analysis with an independent authorized query, the read-only system prompt previously prohibited all tool calls until clarification. Restrict that prohibition to submission-selection tools: execute independent authorized read-only tools first, then request the missing submission ID in the final answer. Retain the prohibition against listing recent submissions as a substitute for clarification and all server-session/untrusted-evidence rules.
Update the existing outgoing-request MockTransport contract regression, canonical development guidance and bound document version. This addresses PR #239 review thread PRRT_kwDORHwl-s6rBJDX without adding tools or changing authorization.
Validation at 2ba72bf:
Base: codex/u03-db-row-proof (PR #260, Draft). This repair does not complete formal U02/U03/U04 acceptance or demonstrate live-model compliance. No paid model calls occurred; halted periods and unknown liabilities are unchanged. Remote validation preserves an unrelated whitespace-only mvnw.cmd checkout normalization.
