test: add safe prose privacy coverage

Summary

Adds focused regression tests for privacy filtering to ensure benign prose is preserved exactly.

Changes

• Added tests/roadmap/privacy/test_safe_prose.py
• Added deterministic tests for ordinary benign prose
• Verified exact preservation with filter_sensitive(text) == text
• Covered punctuation such as commas, dashes, and parentheses
• No runtime behavior was changed

Verification

• uv run pytest tests/roadmap/privacy/test_safe_prose.py -q → 4 passed
• uv run pylint app tests → 10.00/10
• bash scripts/check.sh could not be run in the Windows environment because /bin/bash is unavailable
