refactor: retire the remaining agent code (#331) - #656

No routine or command used it. The CLI's signal path now runs VotingSignal directly, and the 15 golden decisions recorded on VoterAgent are unchanged. - RealVoterStrategy and MultiTimeframeVoter use VotingSignal - MultiTimeframeVoter and the scanner config move to src/trading/instruments - removed: src/autogen_agents (BaseAgent, VoterAgent, agent bus, market tools), the VXX and market-context tools, agent_utils, agent_prompts.yaml - docs that describe the system today say what runs instead Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
